Our speaker in September will be Richard Clark, Director-Bernalillo County Emergency Management Department. Richard will talk about the BernCo state-of-the-art emergency management system and how coordination between county, state and federal resources protects Bernalillo County citizens and visitors from natural or human-caused disasters, including acts of terrorism. He will also give an update on Immigration issues and the security changes put in place for the Balloon Fiesta and other large public events.
Before taking the positon of Emergency Manager in BernCo, Richard Clark complete 27 years of active duty service in the US Army and worked for the New Mexico Department of Homeland Security as chief of the Intelligence & Security Bureau. He retired from the National Guard in January of 2011 as a Colonel and was promoted upon retirement to Brigadier General.
Clark graduated from the US Army War College, the Command & General Staff College and the Combined Arms Service Staff School. He also has a Master’s Degree in Strategic Studies from the US War College, a Bachelor’s Degree in Business Administration from the University of Phoenix and an Associate’s Degree in Criminal Justice from the NM Military Institute.
Bernalillo County Treasure Nancy Bearce will stop by briefly to discuss House Bill 407 and its effect on the 2019 tax dates.
